University of Oregon Dean of Students Jimmy Howard is investigating staffer Jack Kemp who “dog whistled” the attack on Patriot Protesters.

DATELINE SUNDAY NOVEMBER 16, 2025; PORTLAND OREGON

Tommyboi, and several other voices for American patriotism, were victims of what appears to be a premeditated violation and attack on their constitutionally protected Rights of Freedom of Speech and Peaceful Assembly. That such an onslaught on civil liberties would take place on the campus of a publicly funded institution of higher learning, bound to the principles of equal rights and opportunity for all, that receives taxpayer sourced grants and other funding is dreadfully disturbing. Here’s the scoop.

On Wednesday November 13th, infamous patriot protestor TommyBoi (@Tommy4Trump420 on X) led a group of peaceful protesters to the University of Oregon to engage in civil debate with students Charlie Kirk-style. The group can be seen in videos (see below) setting up tables with Tommy engaging passing students with his typical provocative dialogue such as “trans women are men.”

The group had coordinated its location and intentions with campus police prior to arrival. Everything was proceeding peacefully, with some of the Patriots engaging in a fun student event to raise money for the homeless. There was also a good amount of civil dialogue going on between protesters and students. That was until this man arrived.

Mr. Kemp brought out a a box of extremely loud, shrill whistles, and handed them out to students. He then actively and continuously worked to shut down the free speech of the Patriot protestors. He would not let anyone say a word: denying the protestors their Rights under the Constitution. Moreover he got in their faces provocatively, with spittle flying. encouraging students to do the same. Some of the protesters complained of hearing loss. Keep in mind some of them were as young as 18 years old. One has to ask: is denying young people their First Amendment Right to engage in civil dialogue a practice encouraged by The University?

As a direct result of Kemp’s organization and provocation things escalated and at least two Patriots were assaulted by students. One had his hat ripped from his head. At least one tomato was thrown and the refuse smeared on on TommyBoi. In the wake of the assassination of Charlie Kirk one has to ask: “is this truly the environment the University is trying to create for our teenagers?” Again, all was well until Mr. Kemp showed up.

In this reporter’s opinion Mr. Kemp engaged in the crime of Criminal Mischief (EC 4.780: punishable by fine up to $50 and/or imprisonment up to 7 days, per EC 4.992). He may have also committed the crime of inciting a riot. Oregon prosecutors could hit Kemp with felony charges which carry up to five years prison time and a $250,000 fine.

Furthermore Kemp is in clear violation of The U of O code of conduct. UO Policy Library, Volume 3, Chapter 1, establishes community standards to foster an environment “conducive to learning” while explicitly valuing “academic freedom, creative expression, and intellectual discourse.” Criminal activity by a member of the staff is clear grounds for termination.

A letter of concern from this journalist resulted in a prompt reply from Dean of Students Jimmy Howard. Dean Howard boasts a PhD but it’s doubtful it will take that kind of intellectual firepower to figure this one out.

It’s a fine line from throwing tomatos to firing bullets as was the case with the recent assassination of Charlie Kirk. The incident brings to mind many questions. Where did Kemp get a bag of whistles? Were his actions pre planned? Did Kemp organize the riot on school time, using school resources? The students bringing tomatoes indicates premeditation and forethought. Was there electronic communication in advance?

In the middle of football season, with the University’s reputation with fans, the league, and sponsors like Phil Knight on the line, the way forward seems abundantly clear. Go Ducks.
